Read the details - part of licence for pilot says it has to be one person per rail seat. It is a seat you buy, you choose to lift it up or down. Biggest problem is that clubs have to opt in by start of October. Will be too quick for many to commit.

That's the only way it could be controlled though, they're not going to let people just go wherever they want.
