How come the government don’t know who entered this country from Brazil on Feb 12 or 13

Their search has been narrowed at 379 households. If that's the case, I'd expect the individual to be identified pretty swiftly.
 
Amazing how many here have assumed the 'culprit' is a) man and b) has flown into this country from abroad and c) probably not British - when all we actually know is that the person concerned did a home covid test but didn't complete the return form properly.
