    Great question, I don't know the answer as I wasn't about when that happened, but I'll tell you what I think will have happened. Grove Hill would have been underused, so closed, Acklam would have closed also but I suspect it will be run by volunteers, so costs the council little if anything...

    We will be the last local council to add this charge,I don't believe that there has been a huge problem with extra fly-tipping with any of them when they introduced the charge. But the council will take a strict view on fining people who fly tip.

    The big problem is, we can't go to government demanding more money because they just say you can't be that skint if your doing bins weekly and doing green bins- which aren't a statutory duty.
