its not a Banksy,

1. he didn't sign his work with a moniker (top left)

2. there isn't a Lido on Brighton seafront - the nearest Lido is in Saltdean (5 miles away) and it's not on the seafront,​

i suspect it's a set up to give a warning to others taking art/graffiti stuff off walls - an information slot - bloke didn't seem in the slightest bit bothered about it being next to worthless.
 
I nicked a piece of art from a derelict building once but am too scared to do anything with it. Its worth between £500 to £1k but just sits wrapped up in my loft. I felt bad to start with but not in the slightest now cos the place was sold a couple of years ago and I walked past and saw everything else in the house had been just dumped in a skip. Maybe I should disguise my accent and take it on Antiques roadshow

If you feel that bad about it, sell it and give the money to a good cause!
