So, we have the farcical situation this weekend that where a tier 3 or below non-league club is at home to a tier 2 or above club, fans of the tier 3 club can physically attend, but the fans of the tier 2 club can't ...... but they can all watch it together on a live stream in the clubhouse.
Can somebody please try and explain the logic of this to me ?

A decision by the Football Association to ban supporters of “elite” clubs at FA Cup second-round qualifying matches this weekend has been met with ridicule after it emerged that several behind-closed-doors fixtures will be streamed live on televisions in indoor social clubs just yards from the pitch.
Clubs at steps one and two of the FA National League System — the National League and National League North and South — are considered by the FA as “elite”, while those who play at step three and below are considered “non-elite”.
After discussions with the government yesterday the FA explained that where elite and non-elite clubs are playing, only supporters of non-elite clubs will be permitted entry, and only if their club is at home. “Both clubs shall ensure that spectators of the visiting club are not in attendance at the match,” the FA added.
