Google is doing something immoral to me

If you used your work email to recover or alert your personal email then they are linked and it does not contravene gdrp, oddly enough. Google are entitled to believe the two emails are the same people.

Nothing to do with ip address

Last night I was searching for some things on my mobile which is a personal phone, today I have logged on to my business laptop clicked the search box of Google and there are pre-emptive search items which are the things I was searching on my mobile last night. Nothing naughty, just a cooking recipe and something about Henry 8th, my life is so interesting!

My mobile is signed in to my personal Google account and my laptop is signed in to the corporate Google account so how and more importantly why is Google on my laptop getting information of what I searched on my mobile?
Might have been as you've been signed in on two accounts at once, and they've linked over. Sometimes happens to me when I open something and it's opened under one account, when I thought I was using another.

I can be logged in with two profiles running, or some google websites (maps, webmail, drive) may be logged in under different google accounts, same with apps/ programs, you might be logged in on those with different accounts.

Could also be logged into something where you've created an account for some random site, via google, you know where you can log in/ create website accounts using facebook/ google/ Microsoft accounts etc, and they pull your data from that, rather than going in and creating a new account from fresh.

It's hard to avoid cross-contamination if you use a lot of different sites or services.

If you've been on a few sites, the algorithms can probably figure out it's you, with more certainty than someone trying to log in your account and guessing your password
