Then that's not particularly new. The wording was first introduced in 2007.
It also wasn't included in the main body of the laws, only in the "Additional Instructions and Guidelines" section at the end because it wasn't a totally new concept even then. It was simply a clarification (as there had been some debate on the matter) that applying the advantage clause logically and correctly, should lead to this outcome.
That this is simply part of playing advantage is reflected in the following extract from the IFAB's new website,
http://www.footballrules.com, which styles itself as a simplified version of the Laws of the Game, designed to make them "easier to understand for everyone."
