Does this happen with any president that is having a procedure?
Yes, that's why they have a "Vice President" if for any reason the President is incapacitated the VP is "the man" so to speak.

It's only a fuss because this is the first time a woman has been "the man".

I've never seen it before. i understand the VP is backup, just didn't realise they would have a full official handover in such cases. I guess its not as easy as clocking off for the day knowing your colleague has your workload covered.

Must be in case of the worst happening whilst he was 'sedated' such as an attack on American soil or a natural disaster etc.
 
Yes, there has to be cover when the President is sedated.
In a similar-ish way I was talking to someone last week who told me they were communicating with the - Night Tsar of London - night mayor - Amy Lamé who clocks on when the Mayor clocks off. She is night time economy person - much better known in London than the rest of the world. It isn't quite the same I know. But someone has to keep things going in a 24 hour city/world.
