Has that law actually been passed yet as it seems to have disappeared out of the media?

Surely the easiest way to police this is to have border force officials right outside of the gate where an aircraft docks and sort the quarantine process out that way.

Yes. No new law was required. It's £5-10k for failing to quarantine and up to 10 years for falsifying travel documents.

Looks like they were lucky with just a fine.
