Raab was portrayed as something of a 'tough guy'. But when Bozza was in hospital and Raab had to front up the daily briefings he looked like a frightened little rabbit. The games up for you bucko.

I can only guess theyāve been so drilled not to give a straight answer to any question it leads to nonsense answers like this. That way no opinions ever stick to them.

That was my thought. I mean I think "all legally cast votes" was pretty clearly implied in the question, but fine if you want to be a bit cagey about it just caveat it with that surely? It's worrying the unofficial deputy PM a) might think discounting votes is acceptable and/or b) can't think on his feet to competently answer a very straightforward question.
I suspect part of the problem he and his colleagues have isn't just having to think "how should I answer this?" But they're probably also thinking "how would Dom want me to answer this?".
