Too late for that too. The contract has to be terminated before the window closes for someone to sign for a club outside of a transfer window.

I understood an existing loan deal could be made permanent at any tme outside the transfer window.

If Wolves and Giles agreed to mutually terminate his contract right now, he'd be a free agent, and would therefore be able to sign for anyone he wanted.. isn't that the case?
Boro can sign free agents now.
I'm of course not suggesting they're going to do so!

I mean a loan player is registered to the club to the end of the season.. so contract details and ownership should make no difference.
Do Man City want to sell Zach Steffen to us? Do Wolves want to sell us Ryan Giles? Do they want to sign for us? We were after Archer on a permeant.. but Villa changed their minds. Alex Mowett.. he's got another year with West Brom.. do we want to pick that extra year up? Do they want to let us have him?

If all three parties were agreeable and the deal stacked up then we could sign Giles permanently.
Otherwise we've got Ramsey, Mowatt and Muniz fighting for two places in the matchday squad.
No big deal maybe but if we picked up a series of injuries to permanent signings then we'd have reduced flexibility in selecting replacements due to the matchday squad loan quotas.

It's not guaranteed that these guys will be in the first team.. Mowett and Muniz haven't featured much. Ramsey may take a while getting up to speed.
In 16 games if those three up their game and overcome injuries to the point that all three have to play and they are guaranteed first team starters..

It's pretty clear Steffan, Giles and Archer are pretty much nailed on starters. I'd say Archer (when fit would be next in line) and Mowatt and Muniz mainly cover. The latter two would have to show big improvement for the picture to change. Given we were actively negotiating with Fulham to end Muniz's loan early, I would say he is least favoured. However with Watmore going, he may get a bench spot. Depending on who we are playing and how they train during the week, I think the final loan spot will alternate between Mowatt and Muniz. However, I think it will only be a bench warming role (unless we get a lot of injuries), so unlikely to significantly affect our season.
