What's gone on in Bournemouth?

So haf he been charged with manslaughter in the hours afterwards?

Surely some sort of investigation / report would need to be conducted first? It could have been a mechanical failure or some other freak circumstances?

Or does he have to be charged with something to be interviewed under caution?

Apologies, I don't know much about this sort of stuff, it just seems odd he was immediately charged.

If you reversed a school bus say, in a careless fashion and injured ten kids, then two unfortunately died. Would you immediately be charged with manslaughter or causing death by dangerous driving an hour later?

You can be arrested on suspicion of something and held for a maximum number of days/hours without being charged.
Is that what has happened here?
 
Latest reports seem to suggest this was just a tragic accident caused by the sea conditions.

According to the father of one of the survivors, quoted in the Independent:

... a rip tide took her and her friends out to sea when they were swimming by the pier ...

Police have said that none of the victims came in contact with any vessel and the man arrested on suspicion of manslaughter has since been released.
 
Still seems to be very vague / few details. I can't imagine what the families must be going through. It seems more likely it was a rip tide now?

Maybe not. I think it is similar when there is a fatal car accident. They can arrest the driver(s) and sometimes passengers for questioning immediately - on suspicion - while they investigate further. I suppose it is 'just in case'.
