Nothing needs to be bought. Franchises have a contract to deliver the service. Once that contract ends the government just doesn't renew it or put it out to tender but delivers it themselves.

The average regular rail user wants 2 things - Trains to run on time and services to actually turn up. I hope nationalisation delivers on both

There are no franchises. They are all contractors working on behalf of the DfT. Franchises ceased to exist during covid.

Yes. Franchises had operational independence.
