Wouldnt get too hung up about parish council reults. They often hinge on very local issues like street cleaning. Less than 1000 (977) people voted in that election.

That outlier apart, clear trend away from the Tories, but to the Lib-Dems, not Labour.

The Owen Paterson by-election is not a shoe in for the Tories. Between 1989 and 1997 the Tories did not win a single one called.
