It is rare, but it has happened. Chuba will be well known to the England hierarchy as he6 or 7 years ago he was touted as the next big thing and had been around the England youth setup for 5 years at that point. It's not the England way to call-up second tier players.
First reply nails it, end of thread.

I don't think it will happen, but I wouldn't be surprised if it's been talked about. I mean apart from Kane and Toney, there aren't any prem strikers pulling up trees. The only others are Wilson on 7 goals and Ings and Watkins on 6 (I'll Ignore Rashford as he's predominantly a wide player for England), but none of those have done anything for England, and they're not as technical as Chuba, he's a different type of striker.
Good question, I've got a feeling there might have been another. The ones I recall are Pallister, Bull, Merson Nugent and one otherWho was the last Championship player - Nuge?
I stand corrected on Bull. Although he did play as a tier two player as well.Steve Bull - was still technically a Third Division player when he won his first cap, at the end of the 1988–89 season, as Wolves had not yet played in Division Two after their promotion that season. He remains the last player to be capped by England from outside the top two tiers, and one of only five post-war players so honoured.

Stephen Pears would also have made this list but for a training game on Saltburn (or was it Redcar) beach and the resulting injury which forced him to withdraw from squad. Two players i would never have got in a month of sundays (where does that saying come from?)
