City break in January

As mentioned, bloody cold at the moment in Central Europe. Was minus 7 here today (Munich) and due to drop further.
I love Vienna but wouldn’t want to spend much time outside right now. Also not sure that there’s too much going on for young kids but honestly not looked.
 
Lisbon is fantastic. Have been in the summer but also went in December. Was about 15 Deg C day time and only a couple of degrees less on an evening. Beautiful city that never feels too busy, easy to get around, lots to look at, some lovely parks, museums, castle, aquarium, good choice of food/drink and it won't break the bank compared to some other cities mentioned.

Also you can go 30 mins up the road to Estoril and Cascais where you have some really nice sandy beaches, the water will be a tad cold but there's a really good promenade to walk on or get bikes
 
Lisbon is usually fairly warm in January(I've been there when it was 24 degrees), will be lighter for longer and the food is cheap. It is pretty hilly though for a pushchair with lots of steps. Kids will like riding the trams mind.
 
Would like to get away for a few days in January but budget is quite limited

We have two small children (3 and 10 months) so wouldn't be wining and dining.

Where would you recommend visiting in January?
Lisbon is a great city in the winter when it’s not too busy. Krakow is probably the most affordable and accessible for a short break in January, although it will be freezing. Prague/Budapest/Vienna all worth looking into if you can get cheap flights.
 
Vienna is great. Bigger than you think and loads to do
We wet to Bratislava last year and it was just an hour on the train to Vienna, so you can do both
