I'm not entirely convinced that FIFA have the right to issue such an edict. FIFA can determine the rules of participation in the tournament but the laws of the game are administered by IFAB. Although FIFA accredits international refs I'm not sure they're in a position to instruct them on the interpretation of the laws. Could the refs association not just tell FIFA to f... off?
