Arrived ten minutes late today and I noticed the cars parked on the verge near the retail park had tickets issued already (they must lie in wait to pounce)

The people who park there surely know they will get a ticket. Maybe they are just willing to take the hit. I did once in Whitby. Sick of driving round so parked in a loading bay.
 
The same verge with double yellows painted on them which i believe tells you parking on the grass or pavement isnt ok?

I'd suspect towing would cost a lot more than fining them would.
Not sure of the law, but if they are parking dangerously could they also be done under the road traffic act and receive points?

Yes, but they won't because that requires being charged with something like parking and causing an obstruction. This is a subjective matter, as opposed to being caught doing 36mph in a 30 limit, and so it appears virtually zero charges are raised because of potentially having to prove this in a court of law.
 
The driving after the game was disgusting again too. Drivers threatening to mow people down just so they can get to the back of the queue 5 seconds quicker.
 
I'm guessing the fines aren't getting paid. Which is why they are happy to continue to park there.
 
Imagine wanting to have the cars of fellow boro fans towed away or have their tires let down?

The parking isn’t great.
 
And when a gang of scrottes decide to do a smash and grab on the cars they may get the message, easy pickings.
