Just checking the latest results and clicked on the line ups to see if Bellingham was playing and saw that you can have 12 subs for a game, 12…when did that happen?

If it was like 5 a side with roll on subs* this would be hilarious!!!

Been that way for about 3-4 years.
Not quite - the change to allow 12 subs on the bench came over ten years ago in 2013.

And since 2022, the maximum is actually 15.

Well, no, he’s talking about a Champions League game and up to and including the 18-19 season the Champions League had a bench of 7, from 19-20 onwards they’ve had a bench of 12. So the very simple, non-pedantic “well actually!” answer literally is about 3-4 years.
 
There's nothing in the OP indicating this is only about Champion's League games.

The wording used was, "saw that you can have 12 subs for a game, 12…when did that happen?"

As far as I could tell, it was a general point about the laws of football.
 
I don't care how many are on the bench, I still just don't get why 5 substitutions are allowed, that's the biggest change that helps out the top teams
