Hope I'm wrong on this but I have a worrying feeling he might be banned for the first leg and I've not seen this mentioned elsewhere If you get 2 yellows in a cup then you are usually banned for the next game. After the QF , in the EFL yellows are scrapped and you back to zero. BUT Rogers picked up a yellow on the night during the QF game making that 2 in total and I fear now he may have to miss this leg. Crooksy picked up a yellow in each of his first 2 efl cup games and was not on the bench for the next tie.

If the slate was wiped clean after the quarter finals, then he's free to play the semi.

That article seems to contradict itself.

Lets hope he isnt suspended we need everyboby we can muster
 
I think its only wiped for those not accumalting a threshold ( 2 in this case)

Sandro Tonalo and Bruno Guimaraes have picked up one yellow card each in the Carabao Cup so far. So, if they were to pick up second cautions in the Chelsea clash then they'd miss the semi-final first-leg.

As for Chelsea, Ian Maatsen and Lesley Ugochukwu have also both been booked once so far in the Carabao Cup this term – so if they're cautioned against the Magpies and the Blues progress then they'd be suspended from the semi-final first-leg.

If the slate was wiped clean after the quarter finals, then he's only played the semi, has one yellow and is free to play. However if he gets a yellow in that first leg, he will be suspended for the second.
As Boro_Interlinked said, I think the wiping clean of the slate only applies to players on just one yellow card. Probably so that anyone booked in the semis wouldn't miss the final (unless they were booked in both legs).
Anyone who picked up a second in the quarters will miss the first leg. So yes, I think Morgan will be out.
