Salary Cap For Premier League Players

Proposals are being made to introduce a salary cap for players, I presume to prevent even more astronomical wages. I feel this will only work if other leagues get on board also, otherwise players will just go to teams offering more money than any Premier League team can. Chelsea, Liverpool and Man Utd thought to be the only 3 clubs to reject it, I wonder why?

 
I think the final, inevitably diluted, proposals won't so much be a wage cap - more a refined version of FFP limiting spending. So an individual player could still earn astronomical amounts, just you would then have less to go round the remainder of the squad.
 
I think that's what the MLS has, a couple of players on insane wages and the rest on fairly "average" salaries (football wise).

On 5Live they said Man Utd, Man City and Villa were the 3 that voted against it. Chelsea abstained.

I understood that as proposals for a spending cap, not a salary cap.
I know it says that the PFA will oppose any attempts to cap salaries, salaries are not in the original proposal.
