It’s a simplistic way of looking at it. There were many elements at play, racial sensitivity is of course one aspect.
There wasn’t good multi agency communication (eg police, health and social services) but perhaps the biggest issue was the victims were often in care and didn’t have stable home lives. They all too often weren’t believed due to this.
There are far more white British perpetrators sexually abusing and exploiting vulnerable children in the UK than Pakistani males/gangs whichever way you look at it.
