But that affects both teams in the game equally. You can have a PL referee or a L1 referee and get the same problem with inconsistent decisions being made. In an ideal world everyone would have the best referee and all decisions would be correct but there's only 1 best referee so everyone else has to have a different one. Bigger grounds have better facilities. The minimum floodlighting requirement at steps 3 to 6 is 120 lux and there will have been matches played in this season’s competition at grounds that barely have that level.
