Simply designating an area a "freeport" is not enough for it to be a success. It then requires infrastructure investment, reform in laws and planning etc to go with it.

Expecting business to provide this level of investment is the wrong way round, the government need to build the foundations first.
Its businesses that have been the driving force behind wanting this alongside the Tees Valley Mayor.
 
Things that freeport status won't do:

1. Make the seaport or the airport less busy.
2. Make the land around the ports less attractive for businesses.
