Away End at St James Park

I thought the rules on away fans in the premier had changed? i.e they were moved closer to the pitch?
I know Sunderland ain't premier league but I'm sure I read they are moving away fans from next season?

Think Newcastle got an exemption for whatever reason, might be having to move season ticket holders so high up. Not sure.

Sunderland thought about moving them but are keeping them in an upper tier. The atmosphere at their stadium would really benefit from away fans at pitch too.

Presumably any further development at SJP will require away fans to be accommodated at pitch level?
 
Newcastle are the only team in the Premier League with an exception and it is because they "cannot guarantee the safety of away fans" anywhere else in the stadium.
