It is more of a problem in London due to sheer numbers and courier and delivery cyclists. Its a regular happening in the City unfortunately. I am a cyclist but wouldn't think to cycle in London due to the number of HGVs and fatalities.

18 in 90 mins seems quite low to me, I would have expected it to be more!!
