Nicola Sturgeon has been arrested

I think at this point it’s worth thinking about the relationship between the press and the police, and why only specific people are arrested and investigated for possible corruption while others are not. I mean, who is making the decisions here and why.
The police in England and Wales make a decision to investigate after a complaint is made or evidence comes to light of a possible offence.

The CPS would make a decision in a case in such a case as to whether charges are appropriate. The DPP has given guidance as to when the police need to seek advice.

In Scotland I believe the police would seek advice from the Procurator Fiscals office about charges.

And the role of the press and other agencies?

Not sure if your question is a rhetorical one?

I have no idea about that. I’m not sure how the press get to find out about these things but it looks like the police did some form of press release after her arrest.

Released without charge pending further investigation. Is that a Scottish Law equivalent of bail in England and Wales?
No. You can be bailed only if you have been charged. Being arrested doesn't have the same implication as England. It just means interviewed.
