It seems like Andy Preston decided what businesses he wanted in Captain Cook square and then at least part funded whoever among his contacts fancied having a go.
 
And the alternative was another empty unit in Middlesbrough town centre. Most of the Captain Cook square development is a a gamble but the town centre is dying so at least theres some investment.
And hey Presto, just like that, we have another empty unit. And £240k down the drain. Good job Boro council is awash with cash.

Why another cinema. I was in Cineworld yesterday, there were 8 of us watching a film, a day at the flicks is overpriced and not value for money.

I imagine it would be a boutique cinema, other towns have them and they're popular. They're not always current films, can be classics or art house, sofas, drinks. One cinema existing doesn't mean another one can't be had, especially if the experience is different.
 
To be fair, a similar idea was used to help people stop smoking. I think it was £20 of shopping vouchers for every week of non-smoking. For up to 12 weeks.
How could that possibly work? Were participants given daily blood tests for nicotine to make sure they weren't cheating?
