Private companies can invest too, if they're a profit making enterprise it shouldn't just be skimmed off for 'investors'.

Many governments throughout Europe invested in Steel companies to keep them open. Ours didnt hiding behind (they said) EU Laws. That never stopped Germany and Italy. And as CtC states it was open to private investors as well.

Think the owners of Redcar made massive profits from the sale of emission vouchers as well
