Their time wasting was off the scale

Waiting for the day a referee has the bottle to go further than the yellow card for time wasting, cause it's not like it stops after that, they just do the same thing again feeling safe that a referee is never going to have the nerve to give them a second yellow.

Keepers could easily be stopped time wasting if refs had the bottle to do something about it. A warning for the keeper if he does it once, a yellow if he still continues a second time followed by a red the next time. You’d soon see time wasting by keepers stopped if they did that
 
What is the significance of a yellow card in a play off semi?
obviously, 2 yellows lead to a red, but it seems that a yellow in both semis doesn't lead to a ban from the final.
I assume that yellows don't carry forward to the next season.
So the keeper can waste time until booked and then show slightly less cynicism and 10 outfield players can give opposition a yellow worthy kicking to slow them down and get away with it?
