Standing down after your name is already on the ballot is just irritating, especially in a local election with limited coverage and an inevitably low turnout.
There are still going to be wasted votes, her name is still there and there are going to hundreds of people who will vote for the Greens anyway, without realising the candidate has stood down.
Houchen calling her pulling out "anti-Teesside" is laughable though.

I wouldn't read too much into this. Houchen spends a lot more on social media advertising and has much more helpful local press. He has almost cult status.If I remember rightly, Andy Street is seen as having done a fairly decent job as mayor too, and doesn't have widespread corruption allegations.
Though there are more candidates to split the vote there, no Reform to siphon off the hard right voters here.
