The phrase he keeps using is ‘belief’
There is nothing in the report saying he ‘believed’ the parties were contrary to guidelines.
That can never be proved either way

Of course, there can be evidence provided suggesting he ‘should’ have believed. The evidence is pretty compelling on that front.

But, he can legitimately claim his innocence until his dying day. His belief is only know to him.

In fact, he could (but won’t) go further - ‘everyone knows I’m a bit of a buffoon, I had no idea what rules were in place really so had no chance of knowing whether any rules were broken‘

What sanctions can be imposed for misleading the house?
In theory, it can constitute a Contempt of Parliament. Although this could, again theoretically, lead to a fine or imprisonment, this hasn't happened for centuries. In practice, the most likely outcome would be a suspension from the house. If it's long enough (10 sitting days or 14 calendar days) then this could trigger a recall petition.
