Hartlepool's league survival

Aren't Hereford fan owned, like Darlo? Darlo's budget for National League North isn't one of the biggest, clubs like Kings Lynn, Fylde and Brackley are funded by rich benefactors. Traditional league clubs sometimes struggle to compete, I know Darlo fans have animosity towards Spennymoor because of their owners cash injections. Fan owned seems to be the most interesting way for non-league, but there's only seems to be only so far that can get you. It's also easier for southern based clubs to attract the best part time players.

I've just googled and the old Third Division North and Third Division South run from 1921 to 1958 and as TeeCider states, it only worked because it was a closed shop.
It wasn’t entirely though. There was essentially no one out of the bottom but two clubs came down every year from Division 2 and two went up. To accommodate that they had to move midlands clubs sideways sometimes like Coventry and Walsall.
